SInce Dream Act failed, why have there been now changes in deportation rules.?

Now illegal alien students can get some type of special treatment now because a memorandum has given immigration agents the authority to postpone or cancel cases of deportation. They are being told to put focus on just basically illegal immigrants committing the most serious crimes.
